Announcing the Eugene Clean Energy Leadership Institute (CELI)
Eugene faces a host of crises: climate, environmental, economic, and social. Rising utility bills, worsening air quality from fossil fuels and wildfires, and the accelerating impacts of climate change are hitting some communities first and hardest. At the same time, these challenges create an opportunity: to build community power and chart a just, community-led transition to clean energy.
Breach Collective along with our partners Beyond Toxics and the Oregon Just Transition Alliance are proud to launch the Eugene Clean Energy Leadership Institute (CELI), a paid leadership and advocacy training program designed specifically for frontline community members.
What is CELI?
CELI is a hands-on leadership institute that equips frontline leaders with the skills, knowledge, and confidence to organize for clean energy and climate justice in Eugene. The program centers community expertise and lived experience, recognizing that real change requires real leadership from those most impacted.
The 2026 cohort will include approximately 15 participants, each of whom will receive a stipend for their time and participation. Additional support, such as transportation and childcare stipends, may be available upon request.
What you’ll learn
Participants will learn alongside experienced organizers and community leaders through six in-person workshops, held Wednesday evenings from 6:00-7:30 p.m. between February and May 2026. Topics include:
Orientation & understanding the current landscape (February 18th) - developing knowledge of local and statewide policy priorities in clean energy, climate change, and economic and environmental justice.
Grassroots and digital organizing strategies (March 4th) - harnessing your community's power.
Communications for a just transition (March 18th) - spreading your message, getting the attention of the media, and talking to the press.
Structured organizing conversations (April 8th) - winning people over to your cause.
De-mystifying the process of civic engagement (April 22nd)- engaging with local elected leaders.
Real-world examples (May 6) - building relationships with the organizers of the Portland Clean Energy Fund

Who should apply?
We’re looking for Eugene community members who are interested in learning more about organizing for justice and advancing a clean energy future. You don’t need prior policy or organizing experience, just a commitment to your community and a desire to learn.

Register your interest by Friday, January 29. Program coordinators may reach out to applicants for brief (15-minute) conversations to learn more about their interest in the institute.
